With reference to your

letter of the ist. instant, with reference to Mr. Breen (No. 1 in 9058/07) I have the honour to attach horewith a copy of the minutes of a moet- -ing of the Board of Examiners which was held on the 16th. instant to consider the question. I may add that though the attendance at the meeting was small, the papers were circulated to all members of the Board, who were unanimous in agreeing that Mr. Breen should be given another chance in written work.
